Better Support Java on Windows

Expanded support for Java on Windows scenarios when IIS is not present on the server

Changed Behavior around Agent Pre-Reqs in the Agent Installer

Due to some limitations in the InstallShield wizard, the agent installation was able to continue with out required pre-reqs being present, causing down-stream issues in the agent. This behavior has been changed and the pre-reqs are now needed to be installed prior to agent installation.

Fixed an issue where multiple instances of the HttpModule are generated, but resources and events were not being cleaned up
Fixed an issue with APM Position tracking skipping logs in certain scenarios, causing APM data to stop flowing.
Fixed an issue where an IISAppPool exception would cause APM to stop
